Article Structure

The Alaska 08 4514 form serves as the renewal application for business licenses and endorsements in the state of Alaska. It is essential for business owners who wish to maintain their active status without interruption. This form not only facilitates the renewal process but also outlines the necessary fees, which are non-refundable once the license is issued. Business owners can choose to renew for one year at a cost of $50 or for two years at $100. Additionally, it specifies the requirements for endorsements, especially for those selling tobacco or electronic smoking products, which carry an extra fee of $100 per location. Importantly, the form contains sections that require clarity on business details like the exact name and license number of the business, along with any relevant professional license numbers. This provides a comprehensive yet straightforward process guided by specific instructions, including the consequences of having an expired license and the strict adherence to regulations for maintaining good standing in the business community. Completing the form diligently and accurately will help prevent delays and complications, ensuring that business owners can focus on their operations without the burden of bureaucratic hurdles.

Provide the six-digit NAICS (North American Industry Classification System) code(s) which best describe your primary and/or secondary lines of business activities. For more information, including how to determine your business’ six-digit NAICS Code(s) go to www.BusinessLicense.Alaska.Gov and click Line of Business/Alaska NAICS Code.

IMPORTANT: The State of Alaska uses the 2007 six-digit NAICS Codes. The first two digits of the six-digit NAICS Code(s) identify your Line(s) of Business and will appear on your business license certificate.

You may provide up to ten (10) NAICS Codes.

PART IV: ALASKA PROFESSIONAL LICENSE NUMBERS

Any line of business, based on the six-digit NAICS Code(s), subject to a professional license, per AS 43.70.020(d), must be listed as the primary and/or secondary line of business, per 12 AAC 12.030(2), on the business license application.

IMPORTANT: If a line of business is subject to a professional license then you must obtain and provide a current Alaska professional license number prior to obtaining an Alaska Business License. For more information go to

www.ProfessionalLicense.Alaska.Gov

To determine if the six-digit NAICS code for your business activity requires a professional license go to www.BusinessLicense.Alaska.Gov and click Line of Business/Alaska NAICS Code. If the six-digit NAICS code you choose is listed in italicized, bold print then you may require professional licensing.

Provide the owner’s name as it appears on the professional license. Owners for the following professions may be an individual or an entity: Architects, Engineers, and Land Surveyors; Construction Contractors; Public Accountancy; Collection Agency; or Big Game Guides or Transporters.

PART V: SIGNATURE

Provide the printed name, title, signature, date, phone number and email.

PART VI: ENDORSEMENT RENEWAL INSTRUCTIONS

Effective 1/1/2019: An Endorsement is required to sell tobacco products, electronic smoking products, or products containing nicotine.

If you sell products requiring an Endorsement, then you must have an Endorsement. An Endorsement cannot stand on its own: it must be attached to a current business license.

Location: A separate endorsement is required for each physical location where products requiring an Endorsement will be sold.

Endorsement Fee(s): $100 per location in addition to the business license fee.

Expiration Date: Endorsements will expire on the same date as the business license to which they are attached. Endorsements must be renewed at the same time as the business license to which they are attached.

TIP: The endorsement fee is a flat rate of $100 per location, whether you purchase a one or two-year business license. For a better bargain, purchase your business license with endorsement(s) for a two-year period.

Required Signage: A person who holds an Endorsement must post on the licensed premises a warning sign. This sign must be displayed in a conspicuous location to a person purchasing or consuming products requiring an Endorsement. There are significant penalties for improper sales of products requiring an Endorsement. It is the licensee’s responsibility to be familiar with the proper sale of products requiring an Endorsement. ADDITIONAL INFORMATION

Multiple Business Licenses: If you have multiple business licenses with the exact same business name and the exact same owner then you may be able to consolidate these into one business license. For more information go to www.BusinessLicense.Alaska.Gov and click on Multiple Lines of Business FAQs.

Business Licensing Exemptions: You may not have to purchase a business license if your business activity is an Investment Club or if you hold one of the following licenses from another agency:

Fisheries business licenses issued by Alaska Department of Revenue or Alaska Department of Fish and Game.

Liquor licenses issued by Alaska Department of Revenue for alcohol sales only.

Insurance licenses issued by State of Alaska Division of Insurance.

Mining licenses issued by Alaska Department of Revenue.

NOTE: An exemption may exist under business licensing statutes; however it may not exist under another agency’s statutes which may require an Alaska Business License:

For example: Alaska Department of Fish and Game requires Sport Fish businesses to have an Alaska Business License issued by the Division of Corporations, Business and Professional Licensing in addition to the Sport Fish license.

Companies that hold the above licenses from other agencies are clearly exempt from business licensing requirements if they are operating only within the activities outlined by the other State Agency’s license requirements; however, if the business engages in additional activities beyond the scope of the other agency’s Industry License, then they will need an Alaskan Business License.

For example: a liquor store is exempt from business licensing if it only sells liquor; however, if it sells anything else, such as ice, cups, non-alcoholic mixes, sundries, etc., then it must have an Alaska Business License.

If you think you are exempt from business licensing, please consult a Business Licensing Examiner about your specific situation.

IMPORTANT: an exemption to register with another agency or under other statutes and regulations (such as, an exemption to register your entity with the Corporation Section under Title 10) does not exempt you from business licensing requirements unless you also qualify for a business licensing exemption under Business Licensing Statutes & Regulations.

Protect your business name: The purchase of a business license does not automatically register the business name under Title 10 (corporation statutes) and does not give you exclusive rights to the name. Business Licensing Statutes and Regulations do not limit the number of business licenses with the exact same name. To obtain exclusive rights to your business name you may register your business name under Title 10 with the Corporations Section.

IMPORTANT: Exclusive rights are exercised through the court system, not through this Division. For more

information about registering your business name to obtain exclusive rights, go to www.BusinessLicense.Alaska.Gov and select Reserve or Register a Business Name.

What You Should Know About This Form

What is the Alaska 08 4514 form used for?

The Alaska 08 4514 form is specifically designed for the renewal of an existing Alaska business license and related endorsements. It’s intended for businesses that already hold a license but need to update or extend their validity. If a business license has been expired for more than two years, a new application will be required instead.

How can I submit the Alaska 08 4514 form?

You can submit the form in two ways. For immediate processing, it is recommended to file online at www.BusinessLicense.Alaska.Gov. This allows you to print your renewed business license right away. Alternatively, you can send a hardcopy of the form via fax or U.S. Mail. However, remember to keep security in mind—do not email the form or payment.

What are the fees associated with the renewal of a business license using the Alaska 08 4514 form?

The renewal fees for a business license in Alaska are $50 for one year or $100 for two years. Additionally, if your business requires endorsements, there will be a fee of $100 per location for each endorsement. These fees are non-refundable once the license has been issued.

Can I apply for a discount on my renewal fees?

Yes, there are discounts available only for sole proprietors. If you are at least 65 years old during the licensing period, you may qualify for a Senior Discount, reducing the fee to $25. Similarly, a Disabled Veteran Discount, which also reduces the fee to $25, is available if you provide your disability determination letter. Only one type of discount can be applied to your business license fee.

What happens if my business license has been expired for more than two years?

If your business license has been expired for more than two years, you cannot renew it using the Alaska 08 4514 form. Instead, you will need to complete a new Alaska Business License Application (Form 08-4181) and pay the associated fees to obtain a new business license.

Do I need a professional license to apply for a business license renewal?

If your business activity falls under a regulated profession that requires a professional license, you must provide a current Alaska professional license number before renewing your business license. It’s important to ensure compliance with any regulatory provisions related to your profession to avoid licensing issues.

What is the processing time for the Alaska 08 4514 form?

The standard processing time for the Alaska 08 4514 form is generally 10 to 15 business days between March and September. However, during high-volume periods from October to February, processing times may be longer. Applications are processed in the order they are received, and no expedited services are offered.

Common mistakes

Completing the Alaska 08 4514 form incorrectly can lead to significant delays in processing your business license renewal. One common mistake occurs when applicants fail to include the exact name of the business as listed on the existing business license. This simple oversight can result in processing complications. It's essential to ensure that the business name matches precisely, as any differences will necessitate a new application.

Another frequent error is related to the selection of business license fees. Applicants sometimes fail to specify the desired term for the business license—either one year or two years. This omission can lead to confusion and a mismatch in fees submitted. Applicants should carefully read the fee options and clearly indicate their choice to avoid unnecessary delays.

Incorrect payment methods are also prevalent. Many applicants forget to check the acceptable forms of payment outlined in the instructions. Payments must be made by check, money order, or major credit card, while other payment methods may lead to rejection of the application. Delays can accumulate if the payment is not correct at the outset.

Additionally, applicants might overlook the requirement for endorsing their business license if they sell regulated products. If selling tobacco or electronic smoking products, an endorsement is mandatory. Some applicants mistakenly assume that their standard business license suffices without realizing they need to file for an endorsement separately. Failure to include this can render the application incomplete.

Another noteworthy mistake is leaving sections of the application empty. Some individuals skip filling in their professional license numbers or NAICS codes, assuming that this information is not crucial. However, these details are important in verifying compliance with local regulations. Leaving parts of the form incomplete will likely lead to processing delays.

Submitting the application without clearly providing contact information is also an oversight that can slow down the process. Each applicant must ensure their phone number and email address are included and legible. This facilitates communication if further information is needed to process the application.

Finally, failing to submit a confirmation of faxed documents is a crucial and often overlooked aspect. If an applicant chooses to fax the application, not printing and retaining a confirmation page can lead to disputes over whether the documents were received. Keeping a record of all communications ensures transparency and helps address any issues that might arise during processing.

Similar forms

  • Alaska Business License Application (Form 08-4181): This form is used to apply for a new business license in Alaska rather than renewing an existing one. Both applications serve the purpose of establishing and maintaining business activity under state law. However, the new application is necessary when the current license has been expired for over two years, while the renewal application is for those looking to continue their existing licensing status.

  • New Endorsement on Existing Alaska Business License (Form 08-4730): Similar to the renewal form, this document is used when a business seeks to add new endorsements to an existing license. Like the renewal application, it requires specific details about the business and applicable endorsements, but it focuses on expanding services instead of maintaining the current status.

  • Alaska Professional License Application: Both documents require verification of professional credentials to obtain necessary licensing. However, while the business license focuses on business operations and fees, the professional license application deals with individual qualifications in regulated professions, ensuring all necessary credentials are up to date.

  • Alaska Endorsement Renewal Application: This form is specifically for renewing endorsements attached to a business license. It is similar to the Alaska 08 4514 form in that both entail the required fees and the need for thorough information on business operations, but the focus differs in that one is for general business license renewal and the other is dedicated to endorsement renewal.

  • Cancellation of Alaska Business License Form: Although this form serves a different purpose, both it and the renewal application require the business's identification details and an understanding of its current status. Whereas the renewal form seeks to maintain a business's operational status, the cancellation form indicates a cessation of operations and the need to formally close out licensing obligations.

Misconceptions

  • All forms of businesses must renew their licenses using the Alaska 08 4514 form. Only existing businesses that currently hold a valid business license can use this form. If a business license has been expired for over two years, a new application must be submitted.
  • Submitting the form online is not allowed. In fact, online submission is encouraged for quick processing. It allows immediate printing of a renewed business license and is recommended over submitting a paper application.
  • The processing time is always the same. Processing times vary. From March to September, it usually takes 10-15 business days, but during peak times, such as October to February, delays can occur.
  • A business license can be renewed even if the business name has changed. This is a misconception. If the business name has changed, a new license application is required, and the renewal cannot proceed under the old name.
  • Once submitted, the business license fees are always refundable. The fees are non-refundable after the business license is issued, regardless of circumstances.
  • Discounts apply to all types of businesses. Only sole proprietors may qualify for discounts. Partnerships, corporations, and other business structures do not qualify for these reductions.
  • The absence of a professional license does not affect the renewal process. This is incorrect. An existing professional license is necessary for renewal if the business activity requires it. Failure to comply can lead to the inability to renew the business license.
  • All endorsement applications can be submitted online. This is not entirely true. While some endorsements can be renewed online, for others, such as the Disabled Veteran Discount, initial qualification must be done through paper submission.
