Article Structure

The DA Form 137-2, commonly known as the Installation Clearance Record, plays an essential role in facilitating the smooth transition of soldiers as they prepare for change in duty status, whether that involves a Permanent Change of Station (PCS), retirement, separation, or discharge. This form is crucial in ensuring that all necessary clearances have been obtained prior to the end of a soldier's active duty service. It serves multiple purposes, most importantly to confirm soldier readiness and to ensure that any outstanding debts to the government are identified and settled before departure. The form guides soldiers through a checklist of required clearances from various installation activities, such as personnel management, medical facilities, and housing offices. Each required signature is vital for the completion of the out-processing packet; without them, delays in final pay can occur, impacting the soldier financially. There are specific instructions for completion provided within the form, aimed at making the process as efficient as possible. By fulfilling the requirements outlined in the DA Form 137-2, soldiers can transition smoothly and confidently, ensuring that they meet all military obligations before moving on to the next chapter of their lives.

What You Should Know About This Form

What is the DA 137 2 form?

The DA 137 2 form, also known as the Installation Clearance Record, is used for verifying that a soldier has completed all necessary clearances before transitioning from active duty. This could be due to a Permanent Change of Station (PCS), separation, discharge, or retirement. It helps ensure that all obligations, including financial ones, are settled before the soldier's departure.

Who is responsible for filling out the DA 137 2 form?

The responsibility to complete the DA 137 2 form falls on the soldier transitioning from active duty. Alongside the soldier, various installation personnel such as the commander or designated officials will also need to provide the required signatures and assist in the process.

Why is the DA 137 2 form important?

This form is essential because it ensures that all necessary military and administrative clearances are completed before a soldier leaves. Missing signatures or steps can delay final pay and cause potential issues with outstanding debts. Timely completion helps to smooth the transition for the soldier.

What happens if I don't complete the DA 137 2 form correctly?

If the DA 137 2 form is not completed correctly, the soldier may receive only 55 percent of their final pay. This reduction occurs while the Defense Finance and Accounting Service (DFAS) verifies any outstanding debts or obligations. Completing the checklist entirely is critical to avoid delays in final payments.

What sections are included in the DA 137 2 form?

The DA 137 2 form consists of several sections, including Personnel Data, Installation Standard Clearances, Military Pay Processing, and Processing Control Station details. Each section requires specific information and signatures to ensure all required clearances are accounted for.

What types of activities require clearance on the form?

Clearance is required from various activities indicated on the form, such as the Personnel Information Station, Medical Facility, TRICARE Service Center, and Transportation Office, among others. Some activities are marked with an "@" indicating their significance for all soldiers, while others are marked with an asterisk (*) applies only to those on PCS orders.

How can I submit the DA 137 2 form?

Is it mandatory to complete the DA 137 2 form?

Yes, completing the DA 137 2 form is mandatory for soldiers who are separating or retiring from active duty. Failure to fill out the form may delay your clearance and final payments. It is essential to follow the instructions carefully to ensure a smooth transition.

Common mistakes

Completing the DA 137-2 form efficiently is crucial during military transitions. However, many individuals make common mistakes that can lead to delays or complications in their final pay. One frequent error is not filling out all required sections. The form contains numerous detailed sections, and omitting even one can halt the processing of the clearance.

Another mistake that often occurs is providing incorrect or incomplete information. Mistakes like misspelling names or incorrectly inputting dates can create unnecessary confusion. Always double-check the details against official documents to ensure accuracy.

Soldiers sometimes overlook the requirement for necessary signatures. The form specifies that signatures from various installation activities are needed before clearing at the processing control station. Failing to secure these signatures can lead to a backlog and prolonged processing times.

Many individuals also neglect the remarks section, where additional information could be crucial. This space allows for the inclusion of any pertinent details that might not fit elsewhere on the form. Providing context can aid in a smoother clearance process.

There is also a tendency to misunderstand the different clearance requirements based on the type of departure. Soldiers must recognize that activities marked with an asterisk require clearance for those departing on PCS orders, while others have general requirements. Misjudgment here might result in overlooking crucial clearances.

Some people assume they can finalize their form without reviewing the Privacy Act information that accompanies the DA 137-2. Understanding provisions concerning personal data and confidentiality is vital. Ignoring these often leads to compliance issues.

Finally, not keeping copies of the completed form can be problematic. Retaining a copy is advisable for personal records and may be necessary if questions arise during further processing stages. Documentation can often expedite issue resolution if needed.

Documents used along the form
