The DL-59 form serves as an essential application for transitioning from a Junior Driver’s License to a Regular Non-Commercial License in Pennsylvania. It requires the applicant to provide personal information, including their driver's license number and date of birth, and mandates the completion of specific eligibility criteria. To qualify, individuals must have held their Junior License for at least one year and completed an approved driver training course. Notably, the form also accommodates changes such as updating addresses or requesting a replacement license, and it includes options for individuals to contribute to organ donation and veterans' trust funds. Parental consent is a crucial component for applicants under 18, as is the notarization of certain sections of the form. The form emphasizes the importance of accuracy, warning that misstatements can lead to serious penalties. Consequently, proper submission, including the collection of necessary signatures and adherence to stated fees, is vital for a successful application process. Understanding the DL-59 form aids prospective drivers in navigating this critical step towards independent driving privileges.

Common mistakes

When filling out the DL-59 form, many people make common mistakes that can delay their application. One of the most frequent errors is not signing the form in the required areas. Each applicant needs to provide their signature in multiple sections, especially Section D and Section F. If any signature is missing, the application may be rejected or returned.

Another common mistake is inadequately completing the eligibility assessment. Applicants sometimes overlook answering all questions. If "No" is selected for any of the eligibility questions, it may automatically disqualify them from proceeding. It’s crucial to review each question carefully to ensure that all are answered correctly.

People often forget to have the form notarized when required. For both the Update Card and Replacement License options, notarization is a must. Failing to provide a notarized signature can lead to processing delays or the return of the application.

Leaving out vital identification information is another issue. Applicants should ensure they include their full legal name, current address, and driving license number. Omitting any detail can create confusion and slow down the processing time.

Misunderstanding the requirements for voter registration updates may also cause problems. If they do not check the box indicating they want to update their voter registration, they might miss the chance, which can impact their ability to vote in future elections.

Many applicants forget to confirm their course completion from an approved Driver Training Course. The certificate of completion must be attached if the course was taken from a different school. Not providing this can lead to the application being deemed incomplete.

Inaccurate information regarding address changes can result in an invalid application. Applicants should ensure their new address is written clearly and follows the format required by the Bureau of Driver Licensing. Any mistakes in this section could lead to issues with receiving the new license.

Sometimes, applicants add incomplete payment methods. The form requires specific payment details and must indicate the total amount owed clearly. Missing out on this information could result in processing delays.

Not checking the veteran designation box when applicable is a mistake that can cause frustration. If an applicant qualifies but forgets to check this option, they may miss the chance to have their veteran status represented on their license.

Lastly, not following submission instructions can lead to complications. Completing the form is only part of the process; applicants must send the finished application to the correct address as outlined in the form. Double-checking all details helps ensure a smooth application process.

Documents used along the form

The DL-59 form serves as the application for changing from a Junior Driver’s License to a Regular Non-Commercial License in Pennsylvania. Along with this form, various other documents may often be required or recommended. Below is a list of these documents, each accompanied by a brief description.

  • Driver Education Certificate: This certificate proves that the applicant has completed an approved driver’s education course, which is a prerequisite for applying for the regular license.
  • Affidavit of Consent: This document is necessary for applicants under 18. It must be notarized and signed by a parent, guardian, or spouse, granting permission for the application.
  • Identification Card: An ID card may be required to establish identity during the application process, especially for those who may not have a current driver’s license.
  • Proof of Residency: This document verifies the applicant's current residential address and can include utility bills or bank statements.
  • Voter Registration Form: This form can be completed along with the DL-59 to update or register for voter services, ensuring the applicant's voter information is current.
  • PennDOT Payment Form: Accompanying the application, this form is necessary for processing fees associated with the license upgrade and should detail payment methods.
  • Medical Certification Form: This form may be required for applicants with certain health issues that could affect driving abilities, ensuring they meet medical qualifications.

All these documents contribute to a smooth transition from a Junior Driver’s License to a Regular Non-Commercial License. It is advisable to review each requirement carefully to ensure all necessary documents are prepared and submitted properly.

Similar forms

  • DL-60 Form: Like the DL-59, the DL-60 is an application associated with driver licenses. It specifically handles the request for a duplicate license in cases of lost or stolen licenses. Both forms require notarization and confirm the applicant's identity and eligibility.
  • DL-11 Form: This form is for applying for a learner's permit. Similar to the DL-59, it requires some basic information about the applicant and parental consent if they are under 18. Both forms are a step in the journey to obtaining full driving privileges.
  • DL-143 Form: The DL-143 is used for renewing a driver’s license. Like the DL-59, it collects personal details and may include verification of eligibility. Both forms ensure that applicants meet necessary qualifications and adhere to state laws.
  • DL-123 Form: This form is for changing personal information, such as your name or address on your driver’s license. Similar to the DL-59, it requires specific details about the applicant. Both documents help update important information in the state’s records.
  • DL-37 Form: Used for reinstating a suspended license, this form resembles the DL-59 in that it assesses the applicant’s eligibility to regain driving privileges. Both forms must be accurately filled to reflect the current status of the applicant's driving record.
  • DL-60A Form: This form assists individuals who are applying for a driving license, after completing a driver’s education course. It is similar to the DL-59, as it requires course completion verification and seeks to ensure that the applicant fulfills all necessary requirements.

Dos and Don'ts

When filling out the DL-59 form, there are several important do’s and don’ts to consider to ensure that your application is processed smoothly.

  • Do: Ensure all sections of the form are filled out completely, including Sections A, C, D, E, and F.
  • Do: Obtain the necessary signatures, including those from your parent or guardian, school official, and ensure notarization for the application to be valid.
  • Do: Use clear and legible handwriting when completing the form or type the information to avoid any misunderstandings.
  • Do: Include any required documentation, especially if you are applying for an out-of-state address change or adding a veterans designation.
  • Don't: Forget to double-check eligibility requirements. Ensure you meet conditions like holding the junior license for at least one year.
  • Don't: Leave any required fields blank, as this can delay your application significantly.
  • Don't: Submit cash payments. Only checks, money orders, or debit/credit card payments are acceptable.
  • Don't: Rely on a Post Office Box as your only address; your actual residence address is necessary for the application.

Misconceptions

  • Misconception 1: The DL-59 form can be completed without parental consent.
  • This is not true for applicants under 18. If you are underage, you must have your parent or guardian sign the form to give their consent.

  • Misconception 2: You do not need to provide proof of driver education when submitting the form.
  • In reality, proof of completion of an approved driver education course is necessary. Section E must be filled out and signed by a school official.

  • Misconception 3: Anyone can apply for a regular license immediately after turning 16.
  • This is incorrect. Applicants must hold their junior license for at least one year and meet other eligibility requirements, including a clean driving record.

  • Misconception 4: The application can be submitted without notarization.
  • It is essential to notarize the application. Notarization signifies that the signatures and information provided are legitimate.

  • Misconception 5: Applying for an update card is the same as applying for a replacement license.
  • This misconception overlooks the differences. An update card is free and serves as an addition to your junior license. A replacement license has a fee and offers a completely new license.

  • Misconception 6: If you have been in a crash, you can still apply for a regular license.
  • This is not accurate. If you were found at fault in a crash within the past year, you are ineligible for a regular license.

  • Misconception 7: The DL-59 form can be submitted online.
  • Currently, the form must be mailed in or submitted in person. Online submissions are not accepted for this specific application process.

  • Misconception 8: Donations made through the form are optional and have no impact.
  • While donations to the Organ Donation Awareness Trust Fund or the Veterans’ Trust Fund are voluntary, every contribution supports vital programs that benefit the community and veterans.
