Article Structure

Applying for a Public Service Commission (PSC) for Hire License involves navigating several important steps and requirements. This form is essential for individuals aiming to drive for taxis or other for-hire transportation services in Maryland. The application demands thorough completion, particularly in disclosing any past criminal convictions and driving history. An original signature is crucial, both from the applicant and a representative from the associated transportation company. A certified driving record should be provided, not older than 30 days, ensuring that it aligns with the information given in the application. Additional documentation, including a Social Security card and, if applicable, proof of citizenship or employment authorization, must accompany the application. Furthermore, applicants must complete fingerprinting through an authorized service, with the receipt to be submitted alongside the application. It’s vital to follow these guidelines meticulously, as incomplete applications will be returned unprocessed, causing delays in obtaining your license.

NONCRIMINAL JUSTICE APPLICANT’S PRIVACY RIGHTS

As an applicant who is the subject of a national fingerprint-based criminal history record check for a noncriminal justice purpose (such as an application for a job or license, an immigration or naturalization matter, security clearance, or adoption), you have certain rights which are discussed below.

You must be provided written notification1 that your fingerprints will be used to check the criminal history records of the FBI.

If you have a criminal history record, the officials making a determination of your suitability for the job, license, or other benefit must provide you the opportunity to complete or challenge the accuracy of the information in the record.

The officials must advise you that the procedures for obtaining a change, correction, or updating of your criminal history record are set forth at Title 28, Code of Federal Regulations (CFR), Section 16.34.

If you have a criminal history record, you should be afforded a reasonable amount of time to correct or complete the record (or decline to do so) before the officials deny you the job, license, or other benefit based on information in the criminal history record.2

You have the right to expect that officials receiving the results of the criminal history record check will use it only for authorized purposes and will not retain or disseminate it in violation of federal statute, regulation or executive order, or rule, procedure or standard established by the National Crime Prevention and Privacy Compact Council.3

If agency policy permits, the officials may provide you with a copy of your FBI criminal history record for review and possible challenge. If agency policy does not permit it to provide you a copy of the record, you may obtain a copy of the record by submitting fingerprints and a fee to the FBI. Information regarding this process may be obtained at http://www.fbi.gov/about-us/cjis/background-checks.

If you decide to challenge the accuracy or completeness of your FBI criminal history record, you should send your challenge to the agency that contributed the questioned information to the FBI. Alternatively, you may send your challenge directly to the FBI. The FBI will then forward your challenge to the agency that contributed the questioned information and request the agency to verify or correct the challenged entry. Upon receipt of an official communication from that agency, the FBI will make any necessary changes/corrections to your record in accordance with the information supplied by that agency. (See 28 CFR 16.30 through 16.34.)

I hereby verify, by my signature below, I have been given a copy of the Applicant's Privacy Rights.

Guidelines on Utilizing Psc For Hire License

Completing the PSC For-Hire License form requires careful attention to detail. Each section of the form must be filled out accurately, and all required documents need to be submitted alongside the application. Following the steps outlined below will help ensure that the application is complete and ready for submission.

  1. Begin by answering all questions on the application. Pay special attention to the section regarding criminal convictions; include all applicable information from any state throughout your lifetime.
  2. Sign the application with an original signature—do not use a copied or rubber-stamped signature.
  3. Obtain a signature from a representative of the Taxicab Association or the authorized For-Hire transportation company where you intend to drive. Ensure that the representative’s signature includes the name of the association or company along with their PSC Carrier Number.
  4. Provide proof of driving experience: you must have at least six months of consecutive driving experience in Maryland or at least one year in another state. Attach a current, certified driving record issued within the last 30 days by the relevant state's MVA.
  5. Confirm that the address on your application matches the address on your driving record. If it does not match, include a current MVA address correction card.
  6. If you have held a driver’s license in other states during the past ten years, attach a complete certified driving record from each of those states, ensuring that these records have been issued within the past 30 days.
  7. Include copies of your current MVA driver’s license and Social Security card. Be prepared to present the originals if requested by the Transportation Division office.
  8. If you are not a U.S. citizen, bring your original employment authorization from INS to the Transportation Division when requested, along with a copy for the application.
  9. For naturalized U.S. citizens (born outside the U.S.), bring your original Certificate of Naturalization or your U.S. passport to the Transportation Division office when requested and include a copy with the application.
  10. Attach the receipt from your fingerprinting session. Fingerprinting must be completed at the Criminal Justice Information System (CJIS) using the Livescan Fingerprint Form. Make sure to pay the required fee of $52.75, as cash is not accepted.
  11. Sign and attach the PSC FILE COPY of the NonCriminal Justice Applicant's Privacy Rights document, retaining the APPLICANT's COPY for your records.
  12. Finally, keep copies of all documents submitted with the application, as the Transportation Division will not provide copies.

What You Should Know About This Form

What is the For-Hire Driver's License Application form?

The For-Hire Driver's License Application form is a document required by the Public Service Commission (PSC) for individuals seeking to obtain a license to drive for-hire vehicles in Maryland. This application must be filled out completely and submitted along with various supporting documents to ensure compliance with state regulations.

What documents do I need to submit with my application?

You must include several essential documents when submitting your application. These include a current certified driving record from each state where you have held a driver’s license in the past 10 years, your current MVA driver’s license, a copy of your Social Security card, and any required identity proof, such as a naturalization certificate if you are a naturalized citizen. Additionally, provide a receipt from fingerprinting services, confirming the completion of the background check.

Is there a specific process for obtaining my driving record?

Yes, you need to request your driving record from the Maryland Motor Vehicle Administration (MVA) or from the corresponding state’s MVA if you have held a license elsewhere. Ensure that the record is complete, issued within the last 30 days, and is a full history. Records that cover only 36 months are not acceptable.

Can I submit a copy of my documents instead of the originals?

What is the procedure for fingerprinting, and where can I get it done?

Fingerprinting must be completed using the Livescan Fingerprint Form at the Criminal Justice Information System (CJIS) office located at 6776 Reisterstown Road in Baltimore. It costs $52.75, with payment by credit card, check, or money order only. You will receive a receipt during this process, which must be included with your application.

What happens if my application is incomplete?

If your application is incomplete, it will be returned without review or processing. Therefore, it is crucial to carefully follow the application checklist and ensure all required documents are included and properly filled out before submission.

How can I contact the PSC for additional questions?

You can reach the Public Service Commission by visiting their official website for contact information or by calling their office during business hours. They can provide guidance and assistance regarding the For-Hire Driver's License Application process and any specific queries you may have.

Common mistakes

When applying for a Public Service Commission (PSC) For-Hire License, there are several mistakes that applicants may make. These errors can delay the application process or even result in outright denial. Understanding these common pitfalls can help streamline the application experience and improve the chances of approval.

One frequent mistake is failing to answer all questions completely. The application requires detailed responses, especially regarding criminal convictions. It is crucial to note every criminal conviction in any state during a person's lifetime. Some applicants may overlook this section or misinterpret the question, which can lead to complications. Providing accurate and comprehensive information will help prevent unnecessary delays.

Another common error involves the required signatures. Applicants often forget to include an original signature (not a copy) on the application. Additionally, if you are representing a Taxicab Association or a For-Hire company, the application must also include your representative's signature. The absence of necessary signatures may lead to an incomplete application, which will not be processed by the PSC.

Incomplete documentation is a substantial issue. Many applicants do not attach their current certified driving records from every state where they have held a driver's license in the past ten years. This oversight is especially problematic since a 36-month record is not adequate. Ensuring that you attach a certified driving record issued within the last 30 days can save considerable time and frustration.

Also, some applicants forget to confirm that the address on their application matches the address on their driving record. Mismatches may seem minor, but they can lead to additional paperwork or a need for follow-up verification. If necessary, including a current MVA address correction card can rectify any discrepancies and help keep the process on track.

Another critical mistake is not providing the necessary proof of identification and employment authorization. Non-U.S. citizens must provide original authorization documents from the Immigration and Naturalization Service. Even naturalized citizens must supply their Certificate of Naturalization or U.S. passport. Omitting these documents can result in immediate rejection of the application.

Lastly, according to the guidelines, applicants often fail to retain copies of submitted documents. It is essential to keep a copy of everything submitted for personal records since the PSC does not make copies at their office. Ensuring that all materials are complete, correctly filled out, and properly documented will facilitate a smoother application process.

The Public Service Commission For-Hire License form often requires several supporting documents. Each of these documents serves an important purpose in ensuring compliance with regulations and verifying eligibility for a license.

  • Certified Driving Record: A document issued by the Motor Vehicle Administration, showing the applicant's complete driving history. This record should cover all states where the applicant has held a driver’s license within the past ten years.
  • Social Security Card: A copy of the applicant's current Social Security card is required to verify identity and work authorization.
  • Employment Authorization Document: If applicable, this document from U.S. Immigration and Naturalization Service verifies the applicant's legal ability to work in the United States.
  • Certificate of Naturalization or U.S. Passport: Naturalized citizens must provide either their Certificate of Naturalization or a U.S. passport to confirm their citizenship status.
  • Fingerprinting Receipt: A receipt confirming completion of fingerprinting. This must be done following the guidelines set by the Criminal Justice Information System.
  • Non-Criminal Justice Applicant’s Privacy Rights Document: A signed privacy rights document ensuring the applicant is informed of their rights regarding their criminal background check.
  • Driving Experience Documentation: Documentation proving the applicant has the required amount of driving experience, including any necessary letters from previous employers or driving schools.
  • Address Correction Card: If the address on the application does not match the driving record, this card from the MVA is needed to confirm the correct address.

Compiling these documents accurately helps streamline the application process and supports the verification of the applicant's qualifications for the For-Hire Driver’s License. It is essential to keep copies of all documents for personal records.

  • Taxi Driver’s License Application: This application shares a parallel with the PSC For Hire License in that it necessitates a background check, proof of identification, and a valid driver's license. Misconceptions

  • Misconception: Only Drivers with Extensive Experience Can Apply. Many individuals believe that only those with years of experience are eligible for a For-Hire License. In reality, the requirement is at least six months of consecutive driving experience within Maryland. Alternatively, one year in any state is sufficient.

  • Misconception: Criminal Convictions Will Automatically Disqualify Me. While applicants are required to disclose all criminal convictions, not all convictions result in disqualification. The commission reviews each case individually, taking into account the nature and recency of the violations.

  • Misconception: I Can Submit Photocopies of Important Documents. Applicants often assume that submitting photocopies of their driver’s license or Social Security Card is acceptable. However, original documents must be presented, with copies provided for the application.

  • Misconception: Fingerprinting Is Optional. Some individuals think they can forgo fingerprinting when applying for their For-Hire License. In fact, fingerprinting is a mandated part of the application process, as it is essential for background checks.

  • Misconception: Application Incompleteness is Minor. A common misunderstanding is that missing a document will not significantly impact the application. Incomplete applications are returned unprocessed, emphasizing the importance of thoroughness.

  • Misconception: I Can Submit My Application Anytime. Many applicants think they can file their applications at any time. However, timing matters, as some components, like the driving record and documentation from the MVA, must be current.

  • Misconception: Citizenship Is the Only Factor for Eligibility. While U.S. citizenship is a consideration, non-citizens with proper employment authorization may also qualify for the license. This distinction means that the opportunity is available to a broader range of applicants.
